The Alliance is a working group comprised of organizations, networks and individuals who intended to participate actively in the review process of the implementation of the programme of action of the International Conference on population and development (ICPD-PoA), the Post2015 consultation process and discussions and decisions with regard to the construction of a further than 2014 development agenda , for the next 20 years.

The Alliance has three levels of participation:
